A tape measure or measuring tape is a flexible form of ruler. I couldn't find an age limit, but the knife is illegal to carry for almost anyone because it is both a locking knife and it is longer than 2.5 inches.See below in the sources for the actual text of the Ohio law.

Is it legal to have a pocket knife in California?
Are people able to have pocket knives that lock and are over 3 inches in California? I'm not talking about carrying it in the street. I'm just asking if I can have it in my home.-
ANSWER:
There is no general law regulating knives by length (some specific locations such as schools and public buildings have such regulations). A switchblade with a blade 2 or more inches in length is illegal to carry on your person or in a vehicle in a public place. (Pen C 653K.) A knife with a locking blade cannot legally be carried concealed on your person with the blade locked in place. (Pen C 12020.) That is the extent of state-wide regulation. There may be some applicable local ordinance.

HOW DO I CLOSE MY LINER LOCK POCKET KNIFE?????????????????
So, I got this pocket knife; it has a liner lock. Every time I want to close the knife, it takes me a really long time because I have to push at it really hard. Plus it hurts my finger, and I'm scared I'll get cut by the blade because I have to leave my finger on the lock, in order to pull it out of the way. There should be a bar that locks the blade in place that you need to push to the left with your thumb and the blade should come free. I have a Kershaw like this.

There are no state laws regulating knife possession by length (except in some places like government buildings) or age (though there are regulations on school grounds). There may be some local laws applicable in your city or county which may or may not be enforceable.
